President Mahmoud Abbas instructed all competent authorities, governmental and national institutions, and bodies to approve grants for a doctoral degree specifically for prisoners in Israeli occupation prisons. The President gave instructions to all competent authorities to facilitate procedures that enable prisoners to enroll in programs approved for doctoral degrees through Palestinian universities, according to standards that are appropriate to their conditions inside prisons and meet their needs via distance education.
