A Legal Expert warns of repeating the scenario of disrupting the budget at the end of the current and next year

The Legal Expert, Counselor Salem Hawass, warned of the danger of repeating the scenario of disrupting the budget in the event that the House of Representatives does not approve the upcoming fiscal years for the years 2024, 2025, in order to present each one before its start and before the end of the fiscal year for the preceding year.

Hawass said in a statement, “The Iraqi Al-Waqa’i newspaper affiliated with the Ministry of Justice, when it announced today, Monday, the publication of Law No. (13) for the year 2023” related to the federal general budget of the Republic of Iraq for the fiscal years (2023-2024-2025), which obligated and retroactively issued immediate instructions in accordance with the provisions of Article 78, Item III of the Budget Law.

Hawass added, “When the Ministry of Finance noted its continued cooperation with the Ministry of Justice in auditing the general federal budget law 2023, which the Iraqi parliament recently voted on regarding its publication in the Iraqi Gazette, it is not excused if there is a legal error in publishing the budget.

Hawass called on “all agencies and the media not to adopt statements in this regard except by official sources authorized by law for the regularity of the workflow in accordance with the law after the necessity of immediate coordination between the Federal Minister of Finance and the Federal Minister of Planning to issue those instructions to facilitate the implementation of the provisions of this law if it is approved in accordance with for the provisions of Article 78, item first of the law.
